gen 2 busa fan issue

wired in 2 spal fans , had removed one of the oem fans a long time ago .
now when the bike gets to temp only one fan kicks on. tried a test light ,both leads on each fan are hot till fan kicks on ,

then one side has power to one terminal and the other has no power to each terminal.. tested each fan both work fine. this thing is wearing me out, any ideas?
